"Rubaiyat" is Jaguarwoman Shareware, available as is for use on personal pages for a licensing fee of $1.00 and a linkback to Jaguarwoman Webdesign.

The fee for nonprofit organizational use of "Rubaiyatt" is $25 and a linkback.  The fee for commercial use of the interface is $50 and a linkback.

This interface is designed using a nested tables set to 100% of the
  browser width.  It has three table cells on top of a single
    background tile:  A top transparent border, a content area, and a
  bottom transparent border.  Only the content area will expand
vertically with addition of more content.  This means that the interface
itself uses only 3 tiling images.  To add your own content, you only have
                                      delete my content and add your own.

The top border was designed using black and white clipart from Historic Ornament:  A Pictorial Archive, edited by C.B. Griesbach, which has wonderful, historic imagery from Ancient Egypt to 1800. The clipart was colorized and painted first in MetaCreations Painter6, then further rendered in Paint Shop Pro. I have a tutorial in my Tutorials Section which explains how I colorize and paint black and white clipart to create my interfaces.  Painter is not the only program you can use for this purpose, but it is the best I know of.  If you are looking for ways to extend your design repertoire, royalty free black and white clipart is a great way to do it.
