My very thoughts! It was justice all round. I loved that character Pullo. He was lucky to have Eirene forgive him for killing her slave lover.
I did not expect Pullo to forgive Gaia, but throwing her body, a body he had only recently enjoyed, in the river to rot seemed obscene to me. It was a statement about Pullo for me. I would have respected him had he killed her and walked away in disgust.
