It was popularly suggested some time ago that tax revenues had fallen for many reasons in The West. One was due to the increasing influence of wealthy equestrian latifunda owners and their influence in the senate. It seems that then as now, the very wealthy were able to manipulate the tax legislation to their own advantage and the detriment of the country. This resulted in very wealthy citizens in a very poor and weakened country. The parasite kills the host.
