I don't see a problem with two (or more) hoods for the same geographical area. If they represent two unique time periods, ages of developement or rule, why not? It is done with Anglo-Saxon England. In another conversation which is not completely unrelated to this, I questioned the top-level divisions. They really don't mean anything... egg drizzle? that is fairy land for comic book heroes, middle earth? populated by hobbits and farangian way? I don't have the lobes to comment on that. Scandinavia is the only top-level hood that remotely makes sense in Germania. Why not move things up and gain higher resolution for the lower levels. It seems to me that the top-level is wasted on vague categories.
