Maybe you can create a table, mesalia .. a table with two rows. Make the border the background of the top row. The border won't stretch over the whole page, but it would drape over your table content,  like it does in this post.

For the main table, I used my solid appia background texture in pea, but Herkalia's "drapes" go well with most of my solid background textures.. and look great with many of Vee's too!
