A quick check of the entry under Boudicca in the OCD states "...(name uncertain, but 'Boadicea' has neither authority nor meaning)..."

Checking the critical apparatus in the Oxford Classical Text of Tacitus Annales 14.31-37, the sole manuscript for this passage gives only "boodicia" and "bouducca", the orthography of "Boudicca" is from an early editor (Haase) of the MS.
