Demigods and scribes do act as moderators and we are guided by the Code of Conduct.
While discussing the creation of a group and listing the names of those who will be members may not be seen by some as being in the best of taste, it is not a violation of the Code of Conduct. There are topics throughout the site which discuss the creation of groups.
A group is a separate entity from a topic. This is a topic, one that has seen serious discussions and humor almost from its outset. A group can either be public or private...by that we mean that upon application, membership can be automatic (an open group) or require admittance from the leader (private).
Personal insults ARE a violation of the Code of Conduct and good manners.
