I connect this kind of legislation with Cato the Censor. Am I not right that, like Augustus' laws on adultery, the Empire saw the law quietly sink into unenforceability? Whereas there was a SOCIAL rule in the Empire that women drunk were disgusting, and that women should, if they drank wine with dinner at all, water it well, it's pretty hard for me to believe that Nero's girlfriends weren't guzzling at the Domus Aurea!
