    I forgot to mention that. The problem is immersion. You dont do anything sepecific. It is only adjusting income tax, or increasing the global tax modifier, and decreasing the local tax modifier. Privatizing all industry, except for drugs which you have to legalize and put under government control. By the way, you will want to legalize child labor as well. The citizens like that. Disband your entire army, the upkeep is too much at the beginning of the game. You need to get the economy off the ground. Its like that. The battles arent very fun to watch, and there is slim satisfaction over growing your empire.

    So, no, not a city builder. Hope you enjoy it though. Make that download worth it.
