    Uniting the city states of Greece was a dream of many that seemed impossible. Yes, The Persians did a lot to achieve that for a time. it does seem that unity is often achieved by an exterior threat. Perhaps people think that the foriegner is even worse than the neighboring city state. Pity it doesn't last long.
