Gaius Agrippa addresses the Senate.
"The SC Caecilia Africa makes sense. Remember, Conscript Fathers, how a while ago we discussed the problem of giving imperium maius to the proconsul Nerva. There were arguments of precedence between the different provincial governors, which we all understood.
However, in this case we would be sending an actual consul, and as we know imperium of the consul in exercise preceeds that of proconsuls, praetors and propraetors.
We would, therefore, unite all the forces of the provinces concerned under a joint command, giving no reason to any of the governors to resent such command.
I ask all of you, Senators, to support this SC and the consul Aulius Lupus to accept this responsibility."
