    Since I desire this legislation passed with as much support as possible, I recognize that some concessions may be necessary. To this end I am ammending the S.C. Caecilia Illium such that the 3,000 Egyptian light infantry Aux [Alexandria] and Legio III Roma Optima Maxima [Utica] will remain in Aegypt and Africa respectively. HOWEVER, I hope this satisfies you Nerva because I really don't see any more reason to jeopradize our rapid victory over Illium.

    "I herebye propose the S.C. Caecilia Illium:


    1.) That Aulius Lupus be given Imperium Maius in the securing of Rome's borders with Illium. Aulius, who will likely be elected Consul for the next year, has shown more than once his zeal for the elimination of Troy. He has experience in warfare, and is a veteran of the last Civil War with Illium. Might I also remind this body that before discussion of alliances with the Thracians reached this floor, Aulius had already begun discussing terms with the Byzantines. He is therefore a well-known figure to our possible allies in the war with Illium... which may be useful in the months ahead.


    In giving Aulius Lupus the Imperium Maius, he will outrank every other commander and governor in Asia and Macedonia. Every one within the confines of Asia and Macedonia MUST obey Aulius.


    I caution that this is not a declaration of war. Only the Assembly may grant such a call, and we are not yet prepared for such a declaration, I believe. This is simply preparation. I stress again that this legislation does NOT give Aulius the power to attack Illium, but it DOES make preprations for such an eventuality.


    2.) If Aulius is to succeed, he will need forces. I propose therefore that the following armies be placed under the direct command of Aulius Lupus, to be placed at the discression of Aulius within the confines of Asia and Macedonia-Thrace:


    Armies of Pontus:
    Legio I Roma [Magnopolis]
    Legio II Roma [Magnopolis]


    Armies of Cilicia:
    Legio IV Roma [Eleusa]
    Legio X Cilicia [Eleusa]


    Armies of Bythnia:
    Legio VI Macedonica [Nicomedia]
    Legio XII Valeria [Nicomedia]
    Legio IV Aelia Felix [Nicomedia]


    Armies in Macedonia et Achaea:
    Legio X Doria [Pyraeos]
    Legio IV Gemina [Pella]
    Legio II Scythia [Phillipi]


    Armies in Aegypt:
    Legio XI Macteres [Alexandria]
    2,000 heavy Aux Cavalry [Alexandria]

    Armies in Africa:
    Legio V Alaudae [Utica]
    Legio IX Aenea Victrix [Utica]
    Legio III Gallica [Utica]
