If the emperor knew of Flaccus' betrayal and Scipio's intent to link up with him, he would have dealt with Flaccus first, being in a weaker position. Secondly a battle should never be fought on equal terms unless absolutely necessary. The eastern forces should have been kept in Asia Minor until they make a tactical mistake, all the while exercising alternative methods, such as assassination and bribery. Time is usually on the established side, whereas the new rebel needs to prove himself quickly or earn the growing scepticisim of those involved with the rebellion.
The fact that such a battle even took place is the mark of other inferior emperors, not the infamous Favonius Cornelius Pola!
