The Roman citizenship has been extended to almost all areas in Italia.
This was done during the Dictatorship of Drakus Domitius Cordatus in the year of the Consuls Caius Livius Drusus and Gnaeus Atius Pertinax (197BC, ed).
The decree was ratified by the Assembly in the first month of his dictatorship and was granted to all areas of Italia not in rebellion at that time. Excluded were Etruscii, Brutti and Apulii, though at least two of these have since had the citizenship awarded in a recent lex. These lands are listed as ROM in the now 1 year outdated Gazetteer, the lands listed as RCON do not have the citizenship though those cities listed as COL do have Roman citizen and Italian populations.
Again remember that the Gazetteer is out-dated and that the Apulii and I think the Brutti are now citizens (ROM) as well.
Favonius lex would strip all areas outside Roma-Latium of citizenship and return all the cities there to RCON or COL status depending on what they were before (and that in itself will be fun to work out...)
