I've never understood why people sound a soft c when pronouncing nouns that use a C. . .soft c's are almost always confined to adjectives and such, and very rarely nouns - off the top of my head I cannot think of a single name that has a soft c, but plenty that have a hard c?!? Invariably, any noun that has a soft c sound is transcribed as 'S'. So there really is no excuse for it.
