It is significant that Tom Bombadil is not affected by the ring, but nor can he use it. The reason, explains Tom, is that he has everything he desires.
People who are truely happy and content do not obsess. They do not need things, or power, or such. And, let's face it, that is the driving force in many people's lives.
These same content people likewise cannot harness the great driving forces that the yearning for power gives. Wanting things is not necessarily a bad thing, as it gives form and drive for greatness. For instance, an obsession to help change the world may help an aspiring President overcome great obstacles in life, in order to do meaningful things for a nation.
The Ring is very devisive in tugging at that big or little part of each bearer or wearer for yearning for power. Tom Bombadil is an interesting case of true neutrality, as is perfectly, happily content. (I personally wonder what the Ring felt about that particular situation!)
