The heir of Lothian threw his line back into the lake and waited. Nothing but minnows picking away at the bait. He's resolved to give it another hour and then give up. Pondering the atrocity at the camp - his murdering Sebile's consort - he is reminded of his weakness.
Weakness has been the great demon in Mordred's life for as long as he can remember. It was weakness that fueled his desire for power, to be able to meet his foes and demons and defeat them. It wasn't until this moment, waiting for a salmon, that Mordred realized he's mistaken a demon for empowerment. Cerridwen was not a solution, she was part of the problem, and the Pict closes his eyes, realizing that at last.
Splinters of virtues and vices pierce through his soul - envy, compassion, greed, humility, lust, courage, wickedness - chilling him and burning him at once. The solution becomes clear, though shame and pride both hinder him: seek Sebile's counsel. But shame and pride cancel one another out, so Mordred's resolution is made.
A salmon takes the hook!
