From what one professor once told me in a class: Augustus, quite simultaneously, built both the Ara Pacis Augustae and the temple of Mars Ultor to the Forum Augusti. Both of these strongly served propaganda purposes, but it depended on who exactly was tried to make happy, which place of these was either shown to a visitor or talked about. For example, visitors from abroad and intellectuals etc. were surely brought to the Ara Pacis, to show what peaceful and caring people Romans are. Other people, such as veterans of the Civil War(s), were naturally brought to the temple of Mars Ultor to celebrate the revenge of Caesar's death, and to depict Augustus as a sort of protégé of the war-god.

Do you think this is plausible?
