I have been working on some new rules and hereby present a draft to gather some feedback.
These are not currently active, so don't try to buy any.

7.1.10
INSULAE
In
Rome most of the population lived in appartment blocks or 'insulae' in places
like the Subura. These multi story properties were typically constructed
of brick and cement on the lower two or three levels and then of wood on the
upper levels. They were typically crowded, dirty and deadly in the
event of a fire. The land on which they were built was owned by rich
men of both classes who charged low rents and expected votes in return.
In
Imperium the effect of Insula ownership is two-fold, firstly as a vehicle
for investment and income and secondly as a way to harness support in the
popular Assembly.
The
following table illustrates the cost and effect of Insulae:

7.1.10.1 Insulae may by bought by emailing the umpire
and posting to the Censors on the Civil Office reports thread.
7.1.10.2 Insulae may ONLY be bought inside Rome itself.
7.1.10.3 The location of the insulae is randomly assigned
by the umpire and may not be changed.
7.1.10.4 Insulae have a 25% chance of being destroyed
in bread or class riots.
7.1.10.5 No player may own more than 20 Insulae.
7.1.10.6 Insulae are NOT subject to the rules on Limitations
of Cultural Action points and unlike regular cultural spending they are NOT
reduced at year end.
7.1.10.7 Insulae have a 1% chance of collapsing rolled
on a monthly basis. A collapsed insula, it's income and it's permanent
AIVare lost if this occurs.
7.1.10.8 Ownership of insulae is NOT considered trade
and so has no effect on a Patrician's Family Reputation Value.
