I don't know why this should be a problem now, as this has been discussed and resolved so many times before here at AW. We can be almost sure that this site will not be the ultimate site for large size images of ancient artifacts and places in the near future, and therefore we do have to use other, offsite [free] image galleries [like photobucket]; so as far as I see, the only thing in making this event is deciding who makes it, and in what form, as a Graffiti Challenge or a Caption Contest, the latter of which has been lately in the care of me, with permission from Laurels. So, if you decide to do it as a Caption Contest, contact Laurels or me.
