Marcus walked along the Rostra listening to Tiberius Julius Caesar preach to the plebs. It was almost beutiful if it had'nt been so unorganized. Then he retracted his lex. He then put forward the most organized lex Romulus had ever seen. He walked to the Rostra.

"Friends! Citizens! I served in the legions! I am a pleb and a soldier like many of you men! However many of our legions upon finishing the term of service were disbanded! Should we like any other functioning Empire have a professional army? Yes! It will only bode well. Our men will have a full six years to train while waiting for the next heated battle! Please let this lex pass! Instead of having a Citizen army we will have a full blown professional army!!"

Romulus left the Rostra smiling.
